In Illinois, 25 percent of those in their prime working years have no health insurance. In an effort to address this need, the governor last year proposed a program he called “Illinois Covered.” Again this year, he has called on the legislature to approve it. And, as they did last year, many lawmakers say the state just can’t afford it.
