In an effort to address this need, the governor last year proposed a program he called “Illinois Covered.” Again this year, he has called on the legislature to approve it. He notes that Al Qaeda has rebuilt itself in Pakistan…independent groups have sprung up around the world…and since 9-11, only one person has been convicted for an actual terrorist attempt.
