Annual Diversity Report – July 2020

 

Illinois Public Media (IPM) shall complete an annual report of the organization’s hiring goals, guidelines, employment statistics and actions undertaken to satisfy the IPM Diversity Eligibility Policy and post the report on the WILL website or make the report available for public inspection upon request.

The IPM Annual Diversity Report and eligibility policy for September 2020 was, reviewed by the IPM Community Advisory Committee (CAC) at their meeting on September 9, 2020, and no further revisions were made in FY20.

IPM Diversity Practices and Initiatives to meet Diversity Goals

Recruit and retain a diverse workforce and provide equal opportunity in employment.

Seven searches to fill full-time vacancies for Director of News & Public Affairs (10/16/19), Stewardship & Membership Manager (10/21/19), Agriculture Reporter (12/2/19), Account Technician II (2/9/20), Host/Producer (3/30/20), Visiting Multimedia Environmental Journalist (4/16/20), Multimedia Producer (6/1/20), following the equal employment guidelines of the FCC.  Diverse recruitment sources were utilized in an effort to attract qualified candidates from underrepresented groups. The search guidelines of the Office of Diversity, Equity, and Access (ODEA) were followed to maintain a fair and open hiring process.  These guidelines are available online at http://diversity.illinois.edu.

Diversity training for management and staff.

IPM supervisors and managers are encouraged to attend diversity awareness workshops offered by the University of Illinois during the academic year.  Additional diversity awareness training is provided to search committee members at the beginning of a search process for each hire to ensure the fair, unbiased evaluation of candidates and to improve recruiting efforts for qualified, diverse candidates. IPM had three additional mandatory diversity trainings this year 8/5/20, 8/19/20, and 9/2/20.

Diversity in Illinois Public Media internship and work-study student opportunities.

One minority undergraduate University of Illinois student was hired to work on the WILL-TV Production crew this year.  These students are given the opportunity to learn and improve technical skills in camera operation, floor direction, teleprompter operation, and call-in phone coverage for live studio productions.

Additionally, two work-study students from the University of Illinois were hired and trained to handle customer service and provide staff support for various departments at the stations.  Through this work, students learn a great deal about different aspects of the broadcasting operation, including radio and television programming, development/fundraising activities, marketing, production, and an overview of the technical areas covered by broadcast engineering and operations. One work-study student was a minority.

IPM hired seven student interns to work on media projects and learn the field hands-on in many areas of our unit, such as marketing, TV, Radio, Engagement and more. Four of the seven internship positions were filled by minority students.

IPM hired (10) new students. One student trainee, two federal work-study, seven internships, and six out of the ten students were minorities, for the reporting period of 8/1/19-7/31/20.

The diversity statistics for IPM staff decreased. We had a decrease in diversity on our Community Advisory (CA) Committee. Four members dropped before serving their full terms. Three CA members finished serving their terms, and six new members joined for the coming year, with one current vacancy. IPM will continue to make efforts to recruit and interview qualified diverse candidates for these hires.  Our current training on Diversity and Inclusion will have a positive impact on our efforts with our hiring strategies and programming. In nominating and selecting members of the Community Advisory Committee, IPM management strives to identify individuals who will represent all the culturally and racially diverse communities that we serve, including rural areas, small and mid-size towns, and the University of Illinois.

ANNUAL EEO PUBLIC FILE REPORT for August 1, 2019 – July 31, 2020

The purpose of this EEO Public File Report is to comply with Section 73.2080© (6) of the

FCC’s 2002 EEO Rule. This Report has been prepared on behalf of the Illinois Public Media Station Employment Unit that is comprised of the following stations: WILL-AM, WILL-FM and WILL-TV in Urbana, IL. This report is required to be placed in the public inspection files of this station, and posted on our website.  The information in this Report covers the time period beginning August 1, 2019 to and including July 31, 2020 (the “Applicable Period”).

The FCC’s 2002 EEO Rule requires that this Report contain the following information:

1. A list of all full-time vacancies filled by the Station Employment Unit during the Applicable period.

2. Participation in events relating to career opportunities sponsored by educational institutions.

Thursday, October 17, 2019 University of Illinois 2019 ALL Employee Expo. The expo provides information about departments like Illinois Public Media and benefit services programs, and other related topics. Illinois Public Media had a booth at the 2019 Employee Expo in the Union with staff members John Steinbacher (Director of Membership), Erin Lippitz (Major Gifts Director), Brenda Zimmerman (Member Services Manager) and Jo Black (Office Support Associate). At the expo, we handed out our Patterns member guide and provided information about how to use our Passport member benefit. We also provided details about donating to our organization via payroll deduction.

Participation in other activities designed by the station to develop employment opportunities in broadcasting.

 

On an on-going basis, the WILL Stations work with teachers at University Laboratory High School in Urbana, Illinois to develop an oral history curriculum to train students in the basics of audio production and journalism.  Each year, the students produce a documentary that is broadcasts on WILL Radio and WILL online. There are two current works-in-progress, however the titles have-not-been finalized, but one topic is immigration and migration and the other is guns. Their radio documentaries will broadcast in 2021 and 2022. Several students have chosen to major in journalism at the college level as a result of this experience and are working on a third documentary about emergent bilingual students and dual language schools, that won’t air until 2022.

 

Participation in job fairs by personnel who have responsibility in the making of hiring decisions.

 

Thursday, April 2, 2020 EIU (Eastern Illinois University) Career Services – Television, Radio, & Video Job Fair. Steve Morck, our Digital Media Associate Producer usually attends annual event, pass out job announcement flyers, and discuss with students internship opportunities at IPM – Event cancelled due to COVID-19 restrictions.

Training opportunities for station personnel.

 

Station WILL-TV hires minority trainees, with little or no experience in television production, and teaches them the rudiments of camera operation and studio production.  The young people involved in this program have the opportunity to develop skills that can qualify them for higher level, full-time positions in broadcasting.  One-minority trainee employed during this reporting period.

 

Illinois Public Media hires work-study students from the University of Illinois annually and train to handle customer service and provide staff support for various departments at the stations.  Through this work, students learn a great deal about different aspects of the broadcasting operation, including radio and television programming, development/fundraising activities, marketing, production, and an overview of the technical areas covered by broadcast engineering and operations.  Students are encouraged to participate in station activities and to learn about careers through direct interaction with various broadcast professionals. Two work-study students hired and one of the two students was a minority trained in this position during this reporting period.

 

Internship opportunities designed to develop skills needed for broadcast employment.

 

WILL/IPM have several ongoing internships, Donald P. Mullally, Bob Endres, Community Content and Engagement, and a new Humanities Gateway Internship, Illinois Public Media has partnered with Illinois Program for Research in the Humanities. Illinois Public Media in collaboration with the College of Media created two summer Digital News internships.

 

The Bob Endres Internship in News and Public Affairs in collaboration with the College of Media, IPM hired one minority undergraduate University of Illinois student for Fall 2019 semester. The Donald P. Mullally Internship hired two minority undergraduate students, both University of Illinois students for 2020 spring semester. WILL/IPM Community Content and Engagement hired one minority, University of Illinois undergraduate intern as Educational Outreach Assistants to learn and assist with educational outreach programs, for both fall 2019 and spring 2020 semesters. News and Public Affairs in collaboration with the College of Media hired two University of Illinois undergraduate students, as Digital News summer 2020 interns.
