Millionaire Tax Proposal Fails
Illinois House Speaker Michael Madigan's effort to impose a new income tax on millionaires has stalled. Three Democrats voted no Thursday. Madigan blamed Republicans, who he says were following Governor Bruce Rauner's orders for protecting the wealthy at the expense of the middle class.
