Policy experts make case for expanding Illinois’ sales tax

A new report from a coalition of policy and civic organizations recommends expanding Illinois' sales tax to include consumer services, something that the report's authors say could generate around $2 billion in new revenue annually for the state. Two of the authors discuss their reasoning behind these recommendations.
