On February 19, 2025, Gov. JB Pritzker (D-IL) delivered his annual state of the state address and announced his budget plan for the coming fiscal year against a backdrop of economic and political pressures. After the address, many members of the Black Caucus in the Illinois General Assembly emphasized that the governor's plan is just that -- a plan.
