Elon Musk, the CEO and then-chairman of Tesla, tweeted that he was considering taking Tesla private at $420 a share.  The price of Tesla shares shot up in response.  But what was behind his statement?  Was it a joke?  Was it a lie?  An exaggeration?  Whatever it was, it certainly stirred up investors and the agency tasked with protecting them.
