There was more movement in budget negotiations Tuesday in Springfield, where Illinois House Democrats introduced their own budget plan. But it will need Republican support, and the GOP House leader says Democrats are needlessly complicating the process with a new demand.

The Illinois senator said his office turned over 16 emails to law enforcement yesterday following the alleged gunman's attack on GOP lawmakers in Alexandria, Virginia on Wednesday.

The Democrats' budget includes funding many programs the governor planned to cut, even though Illinois is short about $3 billion to pay for all of that spending.
