Prisons chief Donald Stolworthy wrote the contracts contribute to "many of the ills within the system,'' including personnel costs and qualifications within management. 

Donald Stolworthy works for the U.S. State Department, and oversaw the construction of five prisons in Iraq.  He replaces the retiring S.A. "Tony" Godinez.
