Can Indiana really annex several Illinois counties?

People in a third of Illinois counties have voted in favor of partitioning Chicagoland from the rest of the state. Indiana lawmakers have played along, proposing legislation that could lead to some counties joining the Hoosier State. We talked about how realistic all this is and what lies underneath the sentiment.
