It’s been three years since the governor delivered his combined State of the State and budget address to a joint session of the Illinois General Assembly. Two years ago, he broadcast the speech from an expo building on the Illinois State Fairgrounds, which was serving as a mass vaccination site for COVID-19. Then last year, when a winter storm was expected to dump a substantial amount of snow on Springfield, the House and Senate canceled their session so he again went remote, speaking from the Old State Capitol building. Now he’s back with lawmakers, face-to-face in the Illinois House chamber, to lay out his proposals for the state's finances and his plan for the next two years of his term.
