If you think of the whole dispute at the Statehouse as a war, as it’s been described, then think of Rauner and Democratic House Speaker Michael Madigan as its generals; their back-and-forth is well documented. Much more so than how the shin-kicky, hand-to-hand combat is playing out on the front lines.

The Champaign County Board approved the Clinton Landfill consent decree fifteen to five with one abstention, joining 11 other local governments in the the Mahomet Aquifer Coalition. Two members of the coalition have scheduled votes in October.

October 1st is the soft deadline for US merchants to offer payment systems for the new 'chip and sign' cards, already provided by a number of banks in the country.  But Illinois Retail Merchants Association President Rob Karr says the card's magnetic stripe still makes consumers vulnerable to fraud.

The cuts include not only layoffs and furloughs, but a 20 percent reduction to intercollegiate athletics.  The school also made $500,000 through enrollment increases.

Attorney Sally Scott of Chicago-based Franczek Radelet provided a brief history of the Unit 4 consent decree, and its 2009 settlement to address racial inequities.  But community leaders who worked on the agreement want more changes in areas like discipline and hiring.
