This is the start of the fourth week with no state budget and no signs that we’ll see one soon. Christopher Mooney, director of the Institute of Government and Public Affairs at the University of Illinois, wrote in a recent opinion piece, “the state of Illinois can’t pay its bills – literally.” That affects many state services, from child care subsidies to mental health care to after school programs.

His op-ed ran in Sunday’s News-Gazette under the headline, “Top 10 Reasons for state’s financial stalemate.”
