State lawmakers expressed outrage during a legislative hearing Thursday over the issue of affluent families from Chicago suburbs transferring guardianship of their children to another adult in order to qualify them for need-based financial aid they otherwise wouldn’t receive. 

Private school scholarships for low-income students will be allocated on a first come, first serve basis, and the application process is set to open at the end of this month. At least one private school official says he wishes that launch date were delayed to give schools more time to educate staff and the parent community about the process.

Last week, Gov. Bruce Rauner used his veto authority to make big changes to a small clean-up bill that’s necessary to enact school funding reform. Democrats who pushed the reform warned that Rauner’s action could derail the bipartisan effort to make school funding more equitable. As it turns out, they’re not the only ones upset about it.

Passing a budget wasn’t the only thing Illinois lawmakers did last week. They also named a major road after former president Barack Obama.
