President Trump will support a border security funding compromise passed by Congress, averting a partial government shutdown early Saturday — but he also will declare a national emergency in order to build the wall he has pushed for along the U.S.-Mexico border.

After 77 years of heavy federal restrictions, Senate Majority Leader Mitch McConnell plans to introduce the Hemp Farming Act of 2018, a bill that would remove hemp from the controlled substance list.

(Updated at 6:15 p.m. ET) Congress has passed a stopgap spending bill, sending the measure to President Trump's desk to end the partial shutdown of the federal government, now in its third day.

The federal government may be in a partial shutdown, but the gears of a political blame game kept rolling Saturday morning. President Trump was tweeting at dawn, blaming Democrats for the lapse in government funding as the Senate failed to advance a four-week extension overnight.

Congressional Republicans delivered on their first major legislative accomplishment of the Trump era on Wednesday, when the House voted 224-201 to pass a $1.5 trillion tax package. The bill cuts individual rates for eight years and slashes the top corporate tax rate to 21 percent permanently.
