At first blush, Gov. Bruce Rauner's property tax freeze seems like a great idea. What homeowner wouldn't want to know the next tax bill will never, ever be larger than the last one? But, Charlie Wheeler says there are serious consequences to the governor's proposal.

The most recent attempt at changing the way legislative districts are drawn might have had a shot — had only the proposal left the auditor general out of the equation. 

Feb. 17 --- that's when the governor's to give his next budget speech. It could be that Rauner makes history; presenting a budget proposal for the next fiscal year, even as there isn't a current one in place.
