Illinois is about to enter its fourth month without a budget. One of the state's top Democrats says the problem could be resolved within days, if the governor moved off his insistence that other laws pass first.
Rauner tried to sail a corporate dream agenda through the rocks of a Democratic legislature. It should be no surprise that his "Turnaround" ship ran aground.
The governor was asked in mid-May if state employees should be concerned about layoffs or a strike. "Hopefully not," he said. "We've got to make some big changes. Changes are hard. And there's going to be a lot of resistance to change."
The Civic Federation's Laurence Msall told senators he applauds the governor's efforts to balance next year's budget, but he doesn't see how some savings would be possible.
