A nonpartisan research group says Illinois’ desperate financial condition is getting even worse. The Civic Federation of Chicago says unless something is done soon, by next year the state’s pile of unpaid bills could consume half of all new tax revenue.

A proposed amendment to the state’s constitution would protect money set aside for transportation projects. Supporters say the change is needed because money that's supposed to be earmarked for building roads has gone to other expenses over the years. But the amendment could allow some of those practices to continue, while endangering other popular programs. 

Illinois has more than $100 billion in pension debt. So far, attempts to fix it have been mostly illegal.

The state's inability to cover its expenses has some asking the question: Will Illinois run out of money?

The Civic Federation's Laurence Msall told senators he applauds the governor's efforts to balance next year's budget, but he doesn't see how some savings would be possible.
